Fraser Valley Presale Round-Up (October 2026): What a 9% Sales Ratio Means for Buyers

By Uzair Muhammad · Published · Updated

FVREB's September data shows a 9% sales-to-active ratio and a $461,800 apartment benchmark. Here is where presale buyers have leverage, and the appraisal-gap risk to watch.

Fraser Valley apartments are now selling at a 9% sales-to-active ratio with a $461,800 benchmark, down 9.3% from a year ago. That is a buyer's market on paper, but a presale buyer only benefits if the contract price, the incentives and the completion-day appraisal all line up. Here is what September's numbers mean for you.

September 2026: The Numbers Behind the Headline

The Fraser Valley Real Estate Board's September package shows a market where sellers are waiting and buyers are in no rush. Sales barely moved, but new listings jumped as sellers tested the market again.

Indicator (FVREB, Sept 2026)ReadingWhat it signals
Total sales922 (-2% vs Aug, -4.2% YoY)Demand is flat, not collapsing
New listings2,818 (+18.8% vs Aug)Fall relisting wave adds supply
Active listings9,763Inventory stays elevated
Sales-to-active ratio9%Below the 12-20% balanced range
Apartment benchmark$461,800 (-0.9% MoM, -9.3% YoY)Resale comparables still sliding
Apartment days on market46 daysBuyers have time to negotiate
Townhouse benchmark$745,300 (-6.2% YoY)Softer, but less than condos

Read this carefully: the benchmark is a resale average across the whole board. It is not the price of a new presale. Presale pricing is set by the developer's construction costs, and it moves differently.

Why a Falling Resale Market Matters to a Presale Buyer

When you sign a presale, you lock a price today and pay it at completion, usually two to four years later. The lender does not lend on your contract price. It lends on the appraised value when you complete. If resale comparables keep sliding, the appraisal can land below what you agreed to pay.

Illustration: the appraisal gap

Contract price: $520,000. If comparable values fall by the same 9.3% seen over the past year, the appraisal comes in near $471,640 (an illustration, not a forecast).

What it costs you

At 80% loan-to-value, you expected a $416,000 mortgage but the lender offers about $377,312. That is roughly $38,688 of extra cash on top of your deposits.

We cover this risk in depth in our guide to the presale appraisal gap at completion.

Where Buyers Actually Have Leverage Right Now

LeverWhat to ask forWhy it works in this market
PriceA direct reduction on remaining inventoryA price cut lowers your appraisal-gap risk and your GST and PTT
Deposit structureA smaller or slower deposit scheduleKeeps your cash flexible while prices settle
Completion creditsA written credit toward closing costsOnly counts if it is in the contract, not a verbal promise
Unit selectionThe better floor plan or view at a base-unit priceSlow absorption means more choice

Watch the headline package. A big incentive total often has a small real value. We broke down one example in what presale incentives are actually worth. A straight price reduction usually beats a bundle.

Rates: No Relief Before October 28

The Bank of Canada held its policy rate at 2.25% on September 2, citing energy prices and trade uncertainty. The next announcement is October 28, when the Bank also publishes its updated Monetary Policy Report. Do not count on a rate cut to bail out a thin completion budget. Qualify on today's numbers, and confirm the stress test with a broker before you sign.

Policy Watch: The Condo Buyback

Ottawa and BC's plan to buy completed, unsold condos is aimed at the Fraser Valley, which keeps pressure on resale inventory. We explain what it does and does not do for you in the condo buyback guide.

Your 4-step plan this month

  1. Ask for the current price list and every unit still unsold.
  2. Request the price reduction in writing, not a bundle.
  3. Run the appraisal-gap math at a 5%, 10% and 15% drop before you sign.
  4. Get mortgage pre-approval that holds through completion, not just today.

Quick Answers

Is it a good time to buy a presale in the Fraser Valley? It is a strong time to negotiate. Whether it is a good time to buy depends on the unit, the developer, and whether you can cover a gap at completion.

Will prices fall further? No one knows. September's benchmark fell 0.9% month over month, so the trend is still down, but we do not forecast.

Should I wait? Waiting has its own cost. The better question is whether the deal in front of you still works if values fall another 10%.

The Bottom Line

A 9% sales-to-active ratio and a $461,800 apartment benchmark give buyers real leverage on price and terms. They also raise the appraisal-gap risk on units you sign today.
