Surrey Presale Condo Market Update: October 2026

By Uzair Muhammad · Published

Surrey presale buyers hold leverage in October 2026: FVREB condo benchmark down 9.3% YoY, 9% sales ratio, SkyTrain due late 2029. Worked $650K example.

Surrey presale buyers have the strongest negotiating position in years this October: Fraser Valley condo prices are down 9.3% year over year to a $461,800 benchmark, only about 9% of listings are selling each month, and the Surrey-Langley SkyTrain is still on track for late 2029. Here is what that means for the deal you negotiate.

Where the Market Stands (FVREB, September 2026)

The Fraser Valley Real Estate Board's September numbers are the most recent official read on the region Surrey sits in. The headline: a buyer's market, with inventory well above normal and sellers competing for fewer buyers.

Metric (Sept 2026)FigureWhat it means for you
Apartment benchmark$461,800 (-0.9% MoM, -9.3% YoY)Resale comparables keep drifting down
Townhouse benchmark$745,300 (-0.7% MoM, -6.2% YoY)Townhomes soften more slowly than condos
Total sales922 (-4% YoY)Demand is thin, not gone
Active listings9,763 (31% above 10-year seasonal average)Plenty of competing supply
Sales-to-active ratioAbout 9% (12-20% is balanced)Buyer's market territory
Average days to sell (apartments)46 daysTime to negotiate, not rush

These are Fraser Valley-wide figures; Surrey-specific resale numbers move around month to month on small sample sizes, so treat them as direction rather than a promise. We pull Surrey-by-neighbourhood comparables for every client before they write an offer.

Why resale prices matter to a presale buyer: your appraiser values your unit at completion against nearby resale sales, not against your contract price. When resale benchmarks fall between signing and completion, the appraisal gap risk rises. That is the main reason to negotiate hard on price and incentives today.

The SkyTrain Factor: Late 2029

The province's Surrey Langley SkyTrain project is a 16 km extension along Fraser Highway from King George Station to 203 Street in Langley City, with eight new stations: Green Timbers, 152 Street, Fleetwood, Bakerview-166 Street, Hillcrest-184 Street, Clayton, Willowbrook and Langley City Centre. The current anticipated in-service date is late 2029.

For a presale buyer, the timing lines up: a 2027-2028 completion means you take possession while construction is visible but before service starts. Do not pay a "future SkyTrain" premium you cannot verify. Compare per-square-foot pricing against projects already near operating stations, and ask what is actually walkable from the front door.

Worked Example: A $650,000 Surrey 2-Bedroom

The same unit costs two buyers very different amounts at completion, which is why your occupancy plan shapes your negotiation.

Cost at completionFirst-time buyer living in itInvestor
GST (5% of $650,000)$32,500 rebated (full rebate up to $1M)$32,500 payable
BC property transfer tax$0 (exemption)$11,000 (1% on first $200K + 2% on remaining $450K)
Total difference$0 in GST + PTT$43,500

That $43,500 gap is bigger than most developer incentive packages. If you qualify, confirm the exact rebate and exemption rules before signing; our newly built home transfer tax guide walks through the thresholds. Investors should price the full cost in, not just the contract number.

If you are a first-time buyer

Use the slower market to negotiate parking, storage, upgrades and a longer deposit schedule. Ask for the deposit structure in writing and plan your FHSA and RRSP withdrawals against the payment dates.

If you are an investor

Stress-test your numbers against a lower appraisal and a mortgage renewed at today's rates. Skip any deal that only works if prices rise. See the October Fraser Valley round-up for the wider picture.

What to Negotiate Right Now

Buyer checklist for Surrey presales

1. Ask for the price per square foot and compare it to three recent resales nearby. 2. Request a completion credit or price reduction in place of a generic gift. 3. Get the assignment clause, outside date and deposit holding terms reviewed before signing. 4. Check the developer's track record and read the disclosure statement. 5. Time your offer to the next phase release, when sales teams are most flexible.

Watch out: the Bank of Canada's next decision is October 28. A rate move changes your carrying math but not your signed contract price, so build in a buffer instead of waiting for the "perfect" announcement.

We represent buyers only. We do not promote developers, and our team often sees pricing and incentives before they are public. Browse current Surrey presale condos or ask us to compare any project against its neighbours.

The Bottom Line

Surrey's October market favours the buyer who does the homework: condo benchmarks are down 9.3% year over year, supply is 31% above normal, and the SkyTrain is still more than three years out. Price your purchase on today's resale comparables, not on future promises, and use the slow market to win incentives and flexible terms.
